Sweetland was born in Bath in 1793. He began his musical studies at an early age, and by the age of 15 he was performing as a violinist in local orchestras. In 1811, he became the leader of the Bath Philharmonic Orchestra, a position he held for over 20 years. Under Sweetland's direction, the orchestra became one of the leading musical ensembles in the West of England.

In addition to his work as a conductor, Sweetland was also a prolific composer. He wrote over 100 works for a variety of genres, including symphonies, concertos, operas, and chamber music. His music was often performed in Bath and other cities in Britain, and some of his works were even published in London.

Sweetland was also a dedicated music educator. He taught violin and piano at a number of schools in Bath, and he also founded the Bath Choral Society, which became one of the leading choral groups in the city.

Sweetland died in Bath in 1868. He was buried in the city's Abbey Cemetery, and a memorial to him was erected in the Bath Guildhall.
